Under the Federal Community Reinvestment Act (CRA), the Federal Deposit Insurance Corporation (FDIC) evaluates our record of helping to meet the credit needs of this community consistent with safe and sound operations. The FDIC also takes this record into account when deciding certain applications submitted by us.
Your involvement is encouraged.
You are entitled to certain information about our operations and our performance under the CRA, including, for example, information about our branches, such as their locations and services provided at them; the public section of our most recent CRA Performance Evaluation, prepared by the FDIC; and comments received from the public relating to our performance in helping to meet community credit needs, as well as our responses to those comments. You may review this information today.
At least 30 days before the beginning of each quarter, the FDIC publishes a nationwide list of the banks that are scheduled for CRA examination in that quarter. This list is available from the Regional Manager, Division of Compliance and Consumer Affairs, FDIC, 25 Jessie Street at Ecker Square, Suite 2300, San Francisco, California 94105. You may send written comments about our performance in helping to meet community credit needs to Ed Fortmiller, Community Reinvestment Officer, Citizens Bank, PO Box 30, Corvallis, Or, 97339-0030 and the FDIC Regional Manager. Your letter, together with any response by us, will be considered by the FDIC in evaluating our CRA performance and may be made public.
You may ask to look at any comments received by the FDIC Regional Manager. You may also request from the FDIC Regional Manager an announcement of our applications covered by the CRA filed with the FDIC. We are an affiliate of Citizens Bancorp, a bank holding company. You may request from the Regional Manager, Division of Supervision and Consumer Protection, Federal Reserve Bank of San Francisco, 25 Jessie Street at Ecker Square, Suite 2300, San Francisco, California 94105 an announcement of applications covered by the CRA filed by bank holding companies

Internet Banking Notice
This
Internet Banking System, Citizens eBank, brings together a
combination of industry-approved security technologies to protect
data for Citizens Bank and for you, our customer. It features
password-controlled system entry, Secure Sockets Layer (SSL)
protocol for 128 bit data encryption, and a router loaded with a
firewall which regulates and filters the inflow and outflow of
server traffic.
Secure Access and Verifying User Authenticity
PASSMARK SECURITY - authenticates each user to a Web site based on a password and specific positive device forensics - and, at the same time, authenticates the site to the user with visual images, offering both parties assurances that they are taking part in a legitimate transaction. To begin a session with Citizens eBank the user is required to choose an Image, Pass Phrase, and answer 3 questions upon your initial login to our Internet banking System. You determine the Image, Pass Phrase, and answers to the questions; the identity of your Passmark Security is not communicated to us. You accept responsibility for the confidentiality and security of your Image, Pass Phrase, questions and answers. You must key in a Log-in ID and a password which uses a "3 strikes and you're out" lock-out mechanism to deter unauthorized users from repeated login attempts. After three unsuccessful login attempts, the system locks the user out, requiring a personal phone call to the Bank to reestablish the password before re-entry into the system. Upon successful login, the Digital ID from VeriSign, authenticates the user's identity and establishes a secure session with that visitor.
Secure Data Transfer
Once the server session is established, the user and the server
are in a secured environment. Because the server has a 128-bit
encryption, data traveling between the user and the server is
encrypted with Secure Sockets Layer (SSL) protocol. With SSL, data
that travels between the Bank and customer is encrypted and can
only be decrypted with the public and private key pair. In short,
the Bank's server issues a public key to the end user's browser
and creates a temporary private key. These two keys are the only
combination possible for that session. When the session is
complete, the keys expire and the whole process starts over when a
new customer opens a server session.
Router and Firewall
All requests must filter through a router and firewall before they
are permitted to reach the server. A router, a piece of hardware,
works in conjunction with the firewall, a piece of software, to
block and direct traffic coming to the server. The configuration
begins by disallowing ALL traffic and then opens pathways only
when necessary to process acceptable data requests, such as
retrieving web pages or sending customer requests to the Bank.
Using the above technologies, your Citizens eBank on line
transactions meet or exceed all industry standards for security.
The online financial services offered through Citizens Bank's Web
